The FMCSA SAP Program is a voluntary program that allows service providers to help commercial truck and bus drivers overcome substance abuse problems. SAP professionals who evaluates drivers who have violated the Federal Motor Carrier Safety Regulations (FMCSRs) and makes recommendations to the FMCSA on whether or not the driver should return to safety-sensitive duties.
